In 1999 the Fargo Housing Authority saw the need to create a non-profit housing development organization since there were none operating in the area, and the need for additional new affordable housing was becoming very pressing.  Beyond Shelter, Inc. was started with a $5,000 loan from the HRA, and within a very short time it was producing its first housing project using staff contracted from the FHRA.

The organization has thrived, and it now has a seasoned staff and a current track record of putting 249 new affordable units in service, and more than 175 in progress in a 3-state area.  The investment to date is over $41,000,000.   All of this is accomplished with help, of course, affordable housing development means assembling numerous public and private partners with their separate goals and missions in mind, and then successfully coordinating those resources to meet the need.
